The Issue
Calpines Northbrook office engaged Neil Palmer & Associates
to provide public affairs counsel for three energy centers in
Wisconsin.
1998 Permitting and Construction of the RockGen Energy Center in Dane County
2000 Permitting and Construction of the Riverside Energy Center in Rock County
2001 Permitting and Construction of the Sherry Energy Center in Wood County
The Actions
Neil Palmer & Associates took a number of actions on behalf of Calpine:
Created a comprehensive public affairs plan that addressed the sensitivities of local interests by making sure all voices were heard and information was presented in a timely fashion.
Neil Palmer served as primary spokesperson and local government liaison.
Helped prepare documents for regulatory filings and designed and distributed all public information materials.
Arranged and conducted public information meetings and open houses, coordinating outreach efforts with the permitting agencies (Public Service Commission of Wisconsin and Wisconsin Department of Natural Resources)
Led negotiations with local officials to secure development agreements, necessary zoning changes and local permits.
The Results
The 460 MW RockGen Energy Center was approved by the PSCW in December 1998 and began commercial operation in 2001.
The 518 MW Riverside Energy Center was approved by the PSCW in 2002 and entered commercial service in June 2004.
Calpine stopped development on the Sherry Energy Center project before permitting was completed.
