The Issue
CenterPoint, the largest industrial property development
company in the Greater Chicago area, needed help in developing
a business park adjacent to a new railroad intermodal facility
in Rochelle, Illinois. Neil Palmer & Associates was retained to
spearhead the local effort to gain approval for CenterPoint’s
336-acre business park designed to house warehouse, distribution
and manufacturing facilities.
The Actions
• Neil Palmer designed and implemented a community leader and media information campaign.
• He served as the project’s principal spokesperson in the community.
• He led the CenterPoint negotiating team to successfully obtain annexation and zoning approvals.
• He led negotiations with the local drainage district and adjoining property owners.
• He negotiated utility extensions to serve the site.
The Results
• Development successfully annexed to the City of Rochelle
• The city’s plan commission unanimously recommend zoning approval.
• The City Council unanimously approved annexation and zoning, allowing the project to proceed.
• Site development began on schedule.
