TransCanada Pipelines Services Provided
The Client
Keystone Pipeline, TransCanada Pipelines – Alberta, Canada
The Issues
Estimated to cost nearly $3 billion, TransCanada’s Keystone
Oil Pipeline Project and its companion Cushing Extension
will provide more than a half-million barrels per day of North
American crude oil to markets in the Midwest United States. Neil
Palmer & Associates is charged with planning and executing
public consultation activities for the 1360-mile U.S. portion of
the pipeline. The firm represents Keystone in local communities
along the seven-state route and ensures the project team
understands and responds to local issues and concerns. Since
Keystone will traverse areas new to TransCanada, Neil Palmer
and Associates also is charged with helping to develop the
TransCanada corporate brand in the area.
The Actions
Working closely with TransCanada corporate resources and a
multi-disciplinary project team, Neil Palmer & Associates has
designed and conducted public consultation activities along
the U.S. project route. Activities the firm has managed for
Keystone include: open houses; meetings with landowners, local
officials, community leaders, non-governmental organizations;
development of fact sheets, brochures and other project
informational documents; newsletters and other landowner
and public official correspondence; paid and unpaid media;
database management; and regulatory support activities. The
firm has served as the principal project representative to local
government officials.
The Results

and implemented public consultation
activities that have secured strong
support for Keystone and created a
significant positive momentum for
TransCanada in the Midwest United
States. Both the basic Keystone Oil
Pipeline Project and the Cushing
Extension are on track to meet
regulatory and operational objectives.
