The Client
KXL Pipeline, TransCanada Pipelines – Alberta, Canada
The Issues
The proposed Keystone expansion or Keystone XL Project is a
crude oil pipeline starting in Hardisty, Alberta and extending
south to serve markets in Port Arthur and Houston on the Gulf
Coast of Texas.
The pipeline will be initially developed to deliver 700,000 barrels
per day of crude oil and expandable to 900,000 barrels per day
with the addition of incremental pumping facilities. Neil Palmer
& Associates is charged with working with a multidisciplinary
team planning and implementing public consultation activities.
The firm represents Keystone XL in local communities in Montana,
South Dakota and Nebraska.
The Actions
Neil Palmer & Associates planned and implemented public
consultation activities for the project announcement across
three states and is responsible for continued outreach to targeted
stakeholders. The firm continues to represent the project before
local governments, non-governmental organizations, media,
community leaders and landowners during the project routing,
environmental study and application preparation.
The Results
Keystone XL has been well received across the potentially involved US areas. Neil Palmer & Associates will continue to secure support, respond to local concerns and momentum for permitting.
